Samuel Kwaku Oppong, the three-term Secretary of the National Democratic Congress (NDC) in Amenfi West, has filed his nomination to contest the position of Western Regional Deputy Secretary in the party’s forthcoming regional elections.
Mr Oppong is presenting his experience in party organisation, public administration, governance, information and communication technology (ICT), and institutional planning as the basis for his candidacy.
He says his background in education management, monitoring and evaluation, local governance and political leadership would enable him to promote efficiency, discipline, accountability and improved coordination at the regional secretariat.
His academic qualifications include a Master of Public Administration from the Ghana Institute of Management and Public Administration (GIMPA), completed in 2024. He also holds a Master of Education in Measurement and Evaluation from the University of Cape Coast, obtained in 2019, and a Master of Education in Guidance and Counselling from the University of Education, Winneba, awarded in 2011.
He earned a Diploma in Education from the University of Education, Kumasi Campus, in 2010, and a Bachelor of Arts degree in Political Science and the Study of Religions from the University of Ghana in 2005. In 2022, he completed a programme in Advanced Political Leadership and Party Organisation at the Ghana Institute of Social Democracy.
Mr Oppong is currently Deputy Director and Head of the Municipal Statistics, Monitoring, Evaluation and Planning Unit of the Ghana Education Service (GES), a role he has held since 2017.
His duties include coordinating data collection and reporting, supervising staff, leading monitoring and evaluation work, supporting budget preparation and workforce planning, and contributing to evidence-based decisions within the municipal education system. He also monitors government education policies, prepares performance reports and ensures compliance with public sector reporting standards.
Before that, he was a Circuit Supervisor with the Ghana Education Service from 2011 to 2017. He monitored schools, assessed teachers, supported headteachers and teachers, and helped enforce educational standards.
Mr Oppong began his teaching career at Asankrangwa Senior High Technical School, where he worked from 2006 to 2011. He also served as House Master, Sports Master and Entertainment Master, gaining experience in student discipline, mentorship and organisational leadership.
His public service record includes membership of the Wassa Amenfi West District Assembly. He was Assembly Member for the Asankran Breman Electoral Area from 2006 to 2010, serving on the Executive Committee and Social Services Sub-Committee. From 2010 to 2012, he was a government appointee to the assembly.
He believes his local governance experience and three terms as NDC constituency secretary have prepared him to improve links between the Western Regional Secretariat, constituency executives and grassroots members.
Mr Oppong says his campaign is focused on political experience, administrative competence, strategic planning, performance tracking, budget coordination, institutional reporting, ICT-oriented administration and stakeholder management.
He is appealing to NDC delegates across the Western Region to support his candidature, saying he wants to apply his professional service, political leadership and grassroots experience to building a more effective regional party administration.
