Economist and University of Ghana lecturer Dr. Adu Sarkodie has criticised the government for failing to deliver on key commitments made in the 2026 national budget, saying fiscal policy became more conservative than expected despite forecasts of economic expansion.
Speaking in an exclusive interview with TV3’s Business Focus, Dr. Sarkodie said Ghana experienced broad macroeconomic stability during 2026 but did not benefit from the growth-focused approach set out in the budget.
“Even though the 2026 budget promised to be expansionary, unfortunately, by mid-year, it reverted to the same trend seen in 2025, where the government remained conservative and focused on fiscal consolidation,” Dr. Sarkodie noted.

He said the government had largely failed to make essential capital investments in areas including roads, railways, aviation, water systems, power infrastructure, housing, health and education.
According to Dr. Sarkodie, the shortfall in capital expenditure contributed to fiscal and monetary policies that were excessively restrictive, limiting economic growth despite the wider stability recorded during the year.
The economist called for a change in direction ahead of the presentation of the 2027 budget. He urged policymakers to reduce their reliance on aggressive fiscal consolidation and give greater priority to essential infrastructure and other capital projects.
Dr. Sarkodie said increased investment in those areas would help stimulate macroeconomic activity and improve living conditions across the country.
