Can African Voters be Sophisticated?

The aforementioned question is the nub of a presentation I am making at Legon on Wednesday – Department of Political Science at the University of Ghana on Wednesday November 24, 2004 at 3pm. My title is “Ghana First Fourth Election: Toward a Meaning of the Vote”. My argument would be that Ghanaian voters are much more sophisticated than conventional wisdom has allowed for.
