The Office of the Chief of Staff has topped the list of worst performing public institutions compiled by IMANI Ghana, a policy ‘Think Tank’.
Carefully following the Chief of Staff’s office are the Controller and Accountant General’s Department, the Auditor General, Bank of Ghana and the Sports Ministry.
According to IMANI, the Office of the Chief of Staff has over last two years been ineffective and profusely wasteful.
It said the Chief of Staff’s office alone overspent its budget allocation by about Ghc41 million in 2014.
IMANI also accused the Chief of Staff of giving orders and counter orders, thereby making mockery of what’s expected of a well-coordinated office.
It accused Prosper Bani, the Chief of Staff, of turning the Presidency into a hub for negotiating deals that never get passed in parliament or passed at the frightening speed of light.
IMANI also said the Accountant General’s Department and the National Service Secretariat are thwarting efforts of remove ghost names from the payroll.
It also accused The Auditor-General of sleeping on his job and not doing much to fight corruption.
The top five best performing state institutions were the NHIA, Environmental Protection Agency, Ghana Shippers Authority, Registrar General’s Department and the Ghana Stock Exchange.
