CAGD to resolve salary problems of public workers with payroll clinics

The Controller and Accountant-General’s Department (CAGD), would soon set up payroll clinics in all the Metropolitan/ Municipal and District Assemblies (MMDAs) to help resolve complaints from employees and pensioners on the government’s payroll.

As part of clinic, payroll district finance officers would organize regular meetings with salaried workers and pensioners to address their problems.

Madam Grace Adzroe, a Deputy Controller and Accountant-General, said this at a forum organized by the CAGD to discuss issues with public servants on the management of the mechanized payroll at Tamale, on Friday.

She said the Department intended to partner the MMDAs to execute the programme and therefore appealed to the heads of those institutions to assist in the provision of logistical support to the payroll clinics to function effectively.

She said as part of the measures to decentralize the payroll system, the Department was setting up offices in some selected regions to begin the printing of reports from the regions.

Madam Adzroe expressed the hope that, the printing of the reports from the regions would facilitate the timely distribution to MDAs and MMDAs, saying that, offices in the regional capitals would be connected to the IPPD system to enable them to make updates on the payroll system instead of doing the same through the Payroll Processing Sections (PPSs) in Accra.

She said the forum presented an occasion for participants to discuss issues related to the processes in managing the mechanized payroll and the implementation of the Single Spine Salary Structure.

Some district finance officers at the forum expressed their satisfaction about the plan of the CAGD to decentralize the payroll system, saying that this would help reduce cost on travelling and other expenses.**
