“Public money does not belong to government officials; we are only the custodians of those resources,” he said.

The Finance Minister said officials must take steps to recover all public money that could be reclaimed, while also accounting fully for the funds entrusted to them.
“So let us recover every cedi that is recoverable! Let us account for every cedi that is entrusted to us as public officials,” he stated.
Dr. Forson stressed, however, that accountability should not be limited to retrieving funds after they had been lost or misused.
He called for stronger public financial management systems capable of protecting state resources and reducing the need for repeated recovery efforts.
“But above all, let us build systems where recovery becomes the exception, not an annual ritual,” he said.
