Political Science lecturer at the University of Ghana (UG), Dr Asah-Asante, says people appointed to Ghana’s Electoral Commission (EC) must be “above board” and nonpartisan.
His comments follow concerns over the appointment of Emelia Afi Agbenyo, a known member of the National Democratic Congress (NDC), as one of the commission’s two new Deputy Chairpersons.
“The people we need are people above board and not people that are partisan. If it is the case that [Emelia Afi Agbenyo] is an NDC sympathizer or faithful, then we have a problem on our hand,” Dr Asante said on TV3’s News 360 on Monday.
President John Dramani Mahama, however, has directed both new Deputy Chairpersons, Emelia Afi Agbenyo and Joseph Kwaku Asamoah (Esq.), to perform their roles fairly.
He said they should not provide preferential treatment to any political party or candidate, including his own government and party.
President Mahama made the comments during their swearing-in ceremony on Monday, October 12. He also urged the appointees to use their professional experience in the service of the people of Ghana.
“Ensure that every eligible citizen can participate in our electoral process and that every valid vote counts and reflects the will of the people,” he said.
“The duty is to the people of Ghana and its people, discharge your duty without favouring any candidate or party. I expect no preferential treatment for myself, my govt and party,” President Mahama added.
The appointments fill vacancies created by the departure of two senior EC officials and strengthen the commission’s leadership as it carries out its electoral responsibilities.
Emelia Afi Agbenyo is Deputy Director for Operations at the Ghana TVET Service. Dr Joseph Kweku Asamoah is a former Director of Finance at the Electoral Commission.
Their appointments followed the resignation of Dr Bossman Asare and the retirement of Mr Samuel Tettey.
Dr Bossman Asare, who was responsible for Corporate Affairs, resigned with effect from July 31, 2026, to return to academia at the University of Ghana. Mr Samuel Tettey, the Deputy Chairperson responsible for Operations, left office after reaching the mandatory retirement age.
Dr Asamoah, a law lecturer at the Kwame Nkrumah University of Science and Technology (KNUST), previously held several senior positions at the EC. His former roles include Director of Finance, Director of the Training Centre and Head of Audit.
The two new Deputy Chairpersons were sworn into office on Monday, October 12.
