Public Service Commission resolves HND disparity

Accra, Sept 8, GNA – The Public Service Commission on Wednesday declared that holders of the Higher National Diploma HND were placed in employment to a senior officer grade in the public service. A statement signed by Mr Kwaku Dankwa, Director, Human Resource, Planning and Development of the Commission said the Commission’s attention was drawn to the concerns of students in the polytechnics over their placement either as senior or junior officers in public service organisations.

It said, “HND holders are in the Senior Office category and they should be treated as such.”

The statement said a review of employment practices in the Public and Private Sectors revealed that HND holders are appointed to senior staff positions in public and private sectors.

It, however, said HND holders in some organisations were recruited as junior staff members, whilst their position in others remained uncertain.

The statement said, “For purposes of uniformity and consistency and to avoid what may appear to be discriminatory practices, the Public Services Commission wished to take the opportunity to reiterate that fact that HND holders belong to the senior officer category and should be treated as such.”
