Parliament Passes Road Maintenance Trust Fund Bill

Ghana’s Parliament has passed the Road Maintenance Trust Fund Bill, 2025, aimed at establishing a dedicated fund for the maintenance and rehabilitation of public roads, bridges, and related infrastructure.

The bill’s passage follows long-standing challenges with the existing Road Fund, which have hindered effective financing of road maintenance and rehabilitation works.

According to Minister for Roads and Highways, Governs Kwame Agbodza, the new legislation will streamline the financing architecture for road maintenance and introduce a robust penalty regime to deal with misappropriation of funds.

“The new legislation not only streamlines the financing architecture for road maintenance but also introduces a robust penalty regime to deal with the misappropriation of funds,” Agbodza stated in Parliament on Friday, July 25.

The government has expressed concerns that the deterioration of road networks nationwide has resulted in high vehicle operating costs and worsening road safety conditions.

The new fund is expected to address these challenges and ensure sustainable financing for road maintenance.
