Former NPA Boss, Others Charged in GHC280 Million Oil Cash Scandal

The Office of the Special Prosecutor (OSP) has filed multiple charges of extortion and money laundering against former National Petroleum Authority (NPA) CEO, Mustapha Abdul-Hamid, and six others in connection with what authorities describe as a sprawling GHC280 million corruption scheme.

In a press release issued Thursday morning, the OSP confirmed that seven individuals and three companies are facing trial before the High Court in Accra for allegedly orchestrating a criminal enterprise within the NPA that diverted public funds and exploited petroleum transporters and oil marketing firms between 2022 and December 2024.

The accused include

Mustapha Abdul-Hamid, former CEO of the NPA
Jacob Kwamina Amuah, Coordinator of the Unified Petroleum Pricing Fund (UPPF) at the NPA and Managing Director of three implicated firms
Wendy Newman, NPA staff
Albert Ankrah, Director, Kel Logistics Limited
Isaac Mensah, Director, Kel Logistics Limited
Bright Bediako-Mensah, Director of Kel Logistics and Kings Energy Limited
Kwaku Aboagye Acquaah, Director, Kings Energy Limited

The companies also facing charges are Propenst Limited, Kel Logistics Limited, and Kings Energy Limited.

According to the OSP, the accused “unlawfully collected GHC280,516,127.19” under the guise of official NPA operations. Prosecutors say Abdul-Hamid, Amuah, and Newman abused their positions to enrich themselves and their associates without any legal mandate.

The charges are the result of a detailed investigation launched by the OSP in late 2024, targeting what it called a “deliberately orchestrated” scheme to siphon off bulk distribution funds through collusion with oil marketing and transport companies.

The accused are expected to appear before the High Court (Criminal Division) as the state moves to prosecute what is shaping up to be one of Ghana’s largest public sector corruption cases in recent memory.
