The flagbearer of the United Ghana Movement, Dr. Charles Wereko Brobbey has stated that a UGM government will introduce a contributory National Health Insurance Scheme (NHIS) which will guarantee all who subscribe to it immediate care and attention without having to pay money first. He said the NHIS is replacing the cash and carry system at all levels of health care in the country. Dr. Wereko Brobby was speaking at the Second National Delegates Congress of the party in Accra.
The Congress which attracted over 400 delegates from 200 constituencies throughout the country was used to launched the party?s manifesto. According to Dr. Brobbey, under the NHIS, those in paid employment will make contributions based on their monthly remuneration. This contribution will be topped up by contributions from employers.
The contributory scheme shall apply to both private and public sector organizations and people of NHIS will be issued with contributors cards which shall be presented at anytime the contributor needs medical attention.
On education, the UGM flagbearer said it is their believe that every Ghanaian child, especially the brightest and the best, should not be deprived of the opportunity to further their education because of their not being able to afford fees.
He said a UGM education scheme will make it possible for the brightest and the best of children to attain the highest level of education no matter one?s parents financial circumstances.
At the tertiary level, he said a UGM government will implement a policy of progressive expansion of Ghana?s tertiary education to sector to enable the growing numbers of qualified people who are being deprived of the opportunity for higher education have access to it.
He emphasized that the number of public universities shall be expanded to cover all the major regional centers of the country and the intake into existing institutions shall also be increased.
Dr. Wereko Brobbey stated that the UGM is committed to and will defend a free and independent media as the primary instrument to preserve Ghana?s 4th Republic.
To this end, his government will abolish criminal libel and pernicious laws which criminalize free speech and intimidate media practitioner within six months of his government?s administration.
Expatiating, he said the UGM government will enact legislation which will modernize the laws of contempt to ensure that they no longer become tools for hindering the right and proper duties of the media practitioner.
He called on Ghanaians to vote him into power to enable him transform the country into a prosperous and middle income nation.
