Stan Dogbe points out flaw in Lands Commission chairman’s appointment letter

Mr. Stanislav Xoese Dogbe has tweeted a message pointing out an error made in a letter signed by President Nana Akufo-Addo’s Chief of Staff, appointing a former New Patriotic Party National First Vice Chairman to the position of Board Chairman of the Ghana Lands Commission.

According to a letter signed and dated July 18th,2017, by Presidential Chief of Staff, Madam Akosua Frema Osei-Opare, Mr. Stephen Ayesu Ntim, a former NPP First Vice Chairman, has been appointed to the position of Board Chairman of the Ghana Lands Commission.

“Pursuant to Section 5 (1) of the Lands Commission Act, 1994 (Act 483), the President of the Republic of Ghana in consultation with the Council of State hereby appoints you as the Chairman of the Governing Board of the Ghana Lands Commission.”

But according to Mr. Stanislav Xoese Dogbe, a former NDC presidential staffer, the piece of legislation quoted in the appointment letter written by the President’s Chief of Staff was repealed nine years ago.

According to Mr. Dogbe, such errors are a mark of “how inappropriate, illegal, and incompetent the authors and signatories” of government appointment letters have become. “We have seen letters signed by the President of our Republic appointing lower level employees of Limited Liability Companies.

I even saw another last week or so appointing the MD of a bank when the bank has a Board of Directors and shareholders who have not been informed and no AGM held,” writes Mr. Dogbe.

Mr. Dogbe’s comment is in relation to Chief of Staff Akosua Frema Osei-Opare’s use of the repealed 1994 Act as opposed to the Lands Commission Act, 2008, Act 767 in the appointment letter.
