Parliament has endorsed the appointment of Justice Paul Baffoe-Bonnie as Ghana’s new Chief Justice, with 163 Members of Parliament voting in favour and 69 opposing. The decision was made on Thursday, November 13, 2025.
Appearing before the Appointments Committee on November 10, Justice Baffoe-Bonnie pledged to ensure equal access to justice, tackle judicial delays, and introduce reforms to enhance efficiency within the courts.
He dismissed suggestions that his nomination was politically motivated, insisting it was based on merit and his extensive experience on the bench. Justice Baffoe-Bonnie further promised to promote transparency, uphold the rule of law, and strengthen public confidence in the judiciary.
The debate preceding the vote saw sharp divisions between the Majority and Minority caucuses. The Minority called for the process to be suspended until legal matters concerning the former Chief Justice were resolved.
Despite the disagreement, a headcount confirmed a clear majority in favour of the nominee, leading to his formal approval.
Justice Baffoe-Bonnie, who has served on the Supreme Court since 2008, is among the most senior justices on the bench. He is set to succeed Chief Justice Gertrude Torkornoo, who retires later this month.
He will be officially sworn in by President John Dramani Mahama in line with constitutional requirements.
The approval coincided with Parliament’s sitting to receive the 2026 Budget Statement and Economic Policy.
