The National Housing Fund (NHF), financial institutions, housing developers and other stakeholders have agreed measures to address Ghana’s housing finance challenges and improve access to adequate housing.
The commitments were made at the National Conference on Housing Finance 2026, held at the Movenpick Ambassador Hotel in Accra from October 7 to 8.
The event, organised under the theme “Adequate Housing for All: Innovative Financing for Ghana’s Housing Future”, brought together government representatives, regulators, employers, labour organisations, development partners, academia and civil society.
In a communique adopted on October 8, participants pledged to implement the resolutions agreed during the conference and maintain collaboration across Ghana’s housing finance sector.
“We, the National Housing Fund, workers’ organisations, housing developers, and participating stakeholders assembled at the National Conference on Housing Finance 2026, having deliberated on the opportunities and challenges confronting housing finance in Ghana, hereby adopt this Communique and commit ourselves to the implementation of the resolutions and actions contained herein.”
The NHF said it would lead efforts to widen access to housing finance, encourage innovative funding models and attract private investment into the housing sector.
It also committed to developing risk-sharing, guarantee and de-risking mechanisms intended to improve access to finance for housing developers and prospective homeowners.
Affordable housing finance products will be promoted for workers in both the formal and informal sectors. The resolutions also include support for social housing aimed at vulnerable and underserved groups.
The conference identified stronger partnerships, wider access to housing finance, new funding solutions and effective implementation as key to achieving the national objective of adequate housing for all.
Workers and developers set out commitments
Workers and labour organisations agreed to promote responsible saving and financial planning for home ownership, while taking an active role in housing finance programmes designed to expand access to adequate housing.
They also pledged to support worker-centred finance solutions that reflect the circumstances of both formal and informal employment.
The organisations will work with Government, Ghana Real Estate Developers Association, NHF and financial institutions to develop sustainable routes to affordable housing. They will also advocate for inclusive policies so that no worker is denied access to decent and affordable housing.
The Ghana Real Estate Developers’ Association committed to promoting suitable local materials in housing construction and improving efficiency in the delivery process to reduce construction costs and house prices.
Developers also agreed to adopt green and resilient building practices. The aim is to lower home ownership costs while supporting healthy and decent living conditions.
They will work with Government, NHF, financial institutions, workers and employers to develop affordable housing schemes.
NHF to monitor implementation
All participants agreed to strengthen cooperation throughout the housing finance ecosystem and work jointly to remove barriers to affordable housing delivery in Ghana.
The conference said achieving “Adequate Housing for All” would require coordinated action on finance, land administration, planning, infrastructure, affordability, sustainability and institutional effectiveness.
Participants further agreed to convert the resolutions into measurable actions, review progress periodically and continue dialogue to build an accessible, affordable, sustainable and inclusive housing finance system.
The NHF was tasked with coordinating implementation of the commitments and tracking progress.
