Major Boakye Djan Drafted the Indemnity Clause

Mr Adumuah-Bossman said he suspected Major Boakye Djan drafted the Indemnity Clause, which became the Transitional Provisions in the present constitution.

He said, he was aware of a split in the AFRC at the time it was handing over power. Mr Adumuah-Bossman said he polished the draft of Chairman Rawlings speech for the handing over and rehearsed it with him.

He said he never remembered that the AFRC said it was putting the Limann government on probation.

Commissioner Most Rev. Charles Palmer-Buckle reminded him that the probation was really part of the speech and could recite it off-hand.

Mr Adumuah-Bossman said he used to visit the Rawlings family after the AFRC had handed over power, but he stopped when he felt unwelcome.

He emphasised that he had nothing to do with the December 31 Revolution and said soldiers fired at his house before arresting him in December 1982 for harbouring those who were firing mortar.

He said one Achana died in the process.

Mr Adumuah-Bossman stated that fear was a predominant factor that made coups succeed and called for massive education among Judiciary, civil servants and the press to remove the morbid fear to challenge military coup makers.
