Speaking on the floor of Parliament, Lands Minister Hon. Emmanuel Kofi Armah Buah revealed that measures are being implemented to enhance accountability and tracking of excavators and other heavy equipment in Ghana’s mining and construction sectors.
Hon. Armah Buah stated that a special clearance code is being developed with the Integrated Customs Management Systems (ICUMS) to ensure payments are tracked and accounted for at every stage of registration and number plate issuance by the Driver and Vehicle Licensing Authority (DVLA).
Once clearance is granted and equipment is released from the port, the DVLA assigns a special identification number plate distinguishable from conventional plates. This number plate has green inscriptions on a white background.

For tracking purposes, as required by L.I. 2404, each registered equipment is fitted with a tamper-proof GPS tracker. If the tracker is tampered with, it will prevent operation in the control room managed by the Centralized Equipment Monitoring and Control Room operated by the Minerals Commission.
The control room operates 24 hours a day and allows for real-time monitoring of the location, movement, and history of all registered machines across the country, particularly in mining districts. Both the DVLA and Minerals Commission maintain 24-hour operations at the Tema ports for registration and tracking activities.
Hon. Armah Buah stated that these steps represent a coordinated strategy to improve oversight and accountability in the use of heavy equipment in Ghana’s mining and construction sectors.
