The Lagos State Government has signed a landmark agreement with Zoomlion Nigeria Limited, a subsidiary of Ghana’s Jospong Group of Companies, to transform the state’s waste management landscape.
The Public-Private Partnership (PPP) initiative aims to develop two key facilities: a material recovery plant and a waste recycling plant, which will integrate Lagos into a modern and sustainable waste management framework.
“This agreement will redefine how we manage, process, and recycle waste in Lagos. It’s not just a change in strategy but a complete transformation of our waste ecosystem” Governor Babajide Sanwo-Olu stated.
The agreement, signed by Governor Babajide Sanwo-Olu and Dr. Joseph Siaw Agyepong, Executive Chairman of Jospong Group, marks a significant milestone in the state’s waste management journey. The partnership will see the construction of Transfer Loading Stations (TLS) at two major dumpsites, Olusosun and Solous III, which will pave the way for their eventual closure and decommissioning.
Key Features of the Agreement:
– Development of two pivotal facilities: a material recovery plant and a waste recycling plant
– Construction of Transfer Loading Stations (TLS) at Olusosun and Solous III dumpsites
– Diversion of 2,500 tonnes of waste daily to a new Material Recovery Facility (MRF) in Ikorodu and 1,500 tonnes daily to a new MRF in Badagry
– Deployment of self-tipping tricycles to enhance waste collection in hard-to-reach areas
– Creation of over 5,000 direct and indirect jobs
– Enhancement of operations of PSP waste operators

The partnership is expected to turn waste into a valuable resource, creating opportunities for carbon credits, biodiversity, and biofuels. The project is slated for completion within 18 months, and the Lagos State Government has emphasized that it will not result in job losses but rather create dignified and sustainable employment opportunities.
