Petroleum Hub partnership signed

In a separate development, Dr. Jinapor witnessed the signing of a partnership between the Petroleum Hub Development Corporation (PHDC) and Global Sphere for Phase 2 of the Petroleum Hub Project.

He described the agreement as an important step towards Ghana’s ambition of becoming the leading energy hub in West Africa. According to the minister, the project will support industrialisation, attract investment, create jobs and improve the country’s energy security.

The development is scheduled to take place over the next five years. It will include a 300,000-barrel-per-stream-day refinery, two petrochemical plants, storage facilities capable of holding four million cubic metres and a multi-berth jetty.

Dr. Jinapor praised the stakeholders involved and promised to work closely with the PHDC to meet the government’s responsibilities and ensure the project progresses from signed agreements to construction.

“You have my full support. I will engage the Minister of Finance and the Attorney-General. I will also bring on board the Minister of Lands and Natural Resources so that, together, we can guide this project and provide the necessary backing,” he said.

The minister also commended the PHDC, led by Chief Executive Officer Dr. Toni Aubynn, for its work on the initiative. He said the Corporation needed comprehensive institutional backing to deliver a project central to President John Dramani Mahama’s ambitions for Ghana’s oil and gas sector.

Dr. Aubynn called Dr. Jinapor a consistent supporter of the Petroleum Hub and said the Corporation had made implementation a priority in 2026.

He said the project was intended to become a strategic national asset by strengthening energy security, creating jobs and reducing Ghana’s vulnerability to external economic shocks, including geopolitical tensions affecting global energy markets.

“We believe that the groundwork has been laid, that the partnerships are within our reach, and that the time has come to move from boardroom plans on paper to progress on the ground,” he said.
