January salaries of some gov’t workers suspended

The Controller and Accountant General has served notice to heads of MDAs/MMDAs and employees on the mechanized payroll that salaries for January 2015 has been paid.

However, some employees in the Greater Accra region could not be paid because heads of management units did not validate and certify their employees to be paid for the month of January, 2015.

According to a statement signed by the Controller and Accountant-General, Madam Grace Francisca Adzroe, the list of affected management units has been published on the CAGD website.

“CAGD wishes to inform the affected heads of departments and employees that a window of opportunity has been provided for the management units heads who did not validate their employees to do so between Monday 26th and Tuesday 27th January, 2015 to enable CAGD prepare a supplementary payroll for the affected employees for payment by 2nd February, 2015,” the statement read in part.

It added: “The validation and certification of the payment vouchers however is a mandatory requirement for payment of salaries of employees in a management unit.

“The CAGD has already advised the affected management unit heads of the opportunity to validate their employees for the month of January, 2015.”

“Heads of departments and management units should please take note of government policy and Regulation 304 of the Financial Administration, Regulation, 2004 (LI 1802) which requires heads of departments and management units to validate and certify their payment vouchers before their salaries could be paid by the CAGD.

“In case of any difficulty, heads managements could contact the Sectional head of Greater Accra Salary Section of the CAGD for assistance,” the statement said.
