The Dormaa Central Municipal Assembly has officially prohibited the unauthorized collection of fees at various dumping sites in Dormaa Ahenkro before refuse could be disposed of.
This illegal practice, which sparked a series of reactions and discussions during the 2nd Ordinary Assembly Meeting of the Dormaa Central Municipal Assembly and was widely debated on radio stations, elicited mixed reactions from residents has now been officially banned by the Dormaa Central Municipal Assembly in a letter signed by the Presiding Member, Hon. Adama Yeboah.
According to the Presiding Member, it has come to his attention that certain unauthorized individuals have been stationed at some dumping sites in Dormaa Ahenkro, the municipal capital, to collect money from individuals seeking to dispose of refuse at these locations.
The actions of these unauthorized collectors contravene the Local Government Act of 2016 (Act 936), sub-sections 181 and 182, paragraph 4(a), which clearly stipulate the procedures for enacting and approving by-laws for implementation.
In accordance with the aforementioned standing orders of the District Assembly, the Presiding Member emphasized that the “pay as you dump” levy fails to meet the required standards and procedures for its implementation, as it was not included in the approved fee-fixing resolution or the Budget of the Assembly that was passed at the recent General Assembly Meeting. Consequently, he declared the collection of the “pay as you dump” levy illegal, null, and void. Therefore, collectors are instructed to cease the collection of monies and vacate the site immediately, pending further notice from the Dormaa Municipal Assembly.
