Don’t do anything to defeat the FCUBE programmes – Warns DDE

Juaso (Ash), Sept. 30, GNA – Headteachers have been told not to do anything that will deter poor parents from enrolling their children in schools with the introduction of the capitation grant. Miss Theresa Owusu-Nyarko, Asante-Akim South District Director of Education, who gave this warning, said the government would not tolerate any action that will defeat the purpose of the Free Compulsory Universal Basic Education (FCUBE) programme.

She said the principal aim of implementing the FCUBE was to make basic education accessible to all and as such; nothing should be done to defeat this aim.

Miss Owusu-Nyarko was speaking at a day’s workshop on guidelines for the disbursement and utilization of the capitation grant for about 140 headteachers drawn from basic schools in the district at Juaso, which was organised by the district education directorate. She, therefore, cautioned the headteachers not to take money in the form of levy from any of the pupils.

The District Education Director said the utilization of the capitation grant has been designed to empower schools to effectively carry out quality improvement activities and therefore, the planning must be transparent and participatory to the key players. Mr Ernest Acheampong, an Assistant Director of Education in-charge of Supervision, said the proper monitoring and supervision mechanism would be put in place by the Inspectorate Division to ensure that heads of schools did not go astray. 30 Sept. 05
