BNI Caught In Controversy

The Defence Intelligence recently submitted an interim report to the National Security Coordinator on how two Ukrainians, Segiy Tykhonov and Georgi Tykhonov as well as a Russian, Yuri Shalkov, are illegally dealing in arms and other military products with a registered Ghanaian company.

The report captured the fact that the Ukrainians themselves had admitted in interrogation that they had attempted to do a fake End User Certificate ? a document that is used to sell arms and which can only be done by the state ? and also a sample of an End User Certificate found in their computer during a search at their secret office located in their house at Regimanuel Gray Estates, Nungua near Accra.

A drama ensued at the National Security, Castle Annex (blue gate) last week when the defence intelligence team realized that the BNI investigations had done a report on the arms running saga that chose to ignore the evidence found on the ground during the operation at the residence of the Ukrainians.

The admission by the foreigners that they had attempted to do an End User Certificate and the same of the fake End User Certificate found at their premises, were not captured in the BNI report. Worst of all, the BNI did not contact the other relevant sources that were contacted by the defence Intelligence, although the DI had informed them (BNI) of such important sources who could help to easily unravel the mystery. The Ukrainians, the only party the BNI chose to interrogate, have therefore been released and are walking freely in the country.

Before the story broke out, the Ukrainians had said they feared not the BNI because they had enough sources within the institution. Tongues are also wagging that Herman Sheshe, the Ghanaian counterpart involved in the gun running transaction is said to be the school mate of the BNI boss, Mr. Amofa.
