Attorney General & Wife Request 10-Year UK Visas

The PRO of the Ministry of Justice, Kwesi Krafona, on behalf of the Attorney-General and Minister of Justice, for a visa to enable the Attorney General, Hon. J. Ayikoi Otoo, travel to London on 1st November, 2005 to attend a hearing between CP Construction Pioneers and the Republic of Ghana. (DOCUMENT)
The hearing itself was to last from 2-4 November 2005, and for those three days, the Minister was to be accompanied by his wife, Mrs. Patricia Hanson-Mettle Nunoo, and the two of them required 10-year multiple visas to enable them attend the hearing and subsequent hearings!
The question is: what is the Attorney General and his wife afraid of that they require 10- year multiple visas for the UK? Or are they preparing an exit route in case 2008 does not go well for their party? And is this the kind of trip that the Attorney General must be accompanied by his wife?
