Civil Service to be re-organised

Accra, Feb. 24, GNA – A re-organization of the Ghana Civil Service begins this year, as part of the Public Sector Reform under the good governance programme.

Announcing this in the 2005 Financial Statement, the Minister of Finance and Economic Planning, Mr Kwadwo Baah-Wiredu said the Government was finalising a professional Human Resource framework, establish a regulatory framework for subvented agencies and the development of a sound communications strategy.

Mr Baah-Wiredu said the Government would further improve the management of the payroll and eradicate the incidence of ghost names by tightening the rules and strengthening systems of control, implement systems for the capture and management of subvented agencies among other things.

“Government is also to clarify institutional responsibilities for payroll and personnel database management and independent scrutiny of Report 11 prior to submission to the banks for payment. He said a Credit Union Bill would be promulgated this year to encourage savings as well as open up opportunities for people to access credit and hire purchase system.

Mr Baah-Wiredu said a National Identification system would be executed this year to streamline transactions based on credit information.

House numbering, naming of streets in all towns and cities to ease communication and contacts within the society would be implemented this year.
