89% Of Abuses During AFRC, PNDC

The National Reconciliation Commission collected 4,240 statements from Ghanaians. 70% of that, numbering 3,114 were heard, or captured by the Commission for statistical analysis.

While the overall trend of violations and abuses revealed that they were not confined to unconstitutional governments, 89% were perpetuated under the two military regimes led by Flt. Lt. Jerry Rawlings.

According to the NRC report, 79.3% of the violations which happened in the AFRC era were by the military, as compared to 54.9% and 53.2% in the preceding NRC and SMC regimes respectively. Greater Accra also recorded the highest number of violations, 39.6%, followed by Ashanti, 13.7%. 81.8% of the execution-style killings occurred in Greater Accra.

Significantly, ?in total, 67.6% of the violations recorded in that statements received by the Commission for the mandate period were perpetuated during the PNDC era and 16.9% in the AFRC era,? says the report.

?With the exception of controlled prices,? the NRC report states, ?where the highest percentage (45.8%) was recorded in the AFRC era, the highest percentage of all violations and abuses was recorded in the PNDC era.? Also, about 80% of those who petitioned the Commission indicated compensation as one of their reasons for doing so.
