President Jerry Rawlings has welcomed the diplomatic initiatives undertaken by the secretary-general, Mr. Kofi Annan to Iraq and the breakthrough in securing an agreement on the implementation of the mandate of the Special Commission (UNSCOM) on arms inspection.
