$1m, 1 constituency programme good for development – Torshie Addo

President’s nominee for the position of Administrator for the District Assemblies’ Common Fund (DACF), Madam Irene Naa Torshie Addo, says the implementation of the one million dollar, one constituency policy will enhance the development in the country.

According to her, the change in formula will be in the interest of deprived communities among the 216 metropolitan, municipal and district assemblies (MMDCAs) across country.

She gave this hint when she appeared before the Appointments Committee of Parliament during her vetting yesterday.

Naa Torshie, who is the immediate past Member of Parliament (MP) for Tema West constituency in the Greater Accra Region, was of the belief that the new one million dollars – one constituency policy will be rolled out soon.

However, she admitted it could create some imbalances in the funding arrangements of the various MMDAs.

She explained that a metropolitan assembly like the Kumasi Metropolitan Assembly (KMA) was likely to get more funds under the new government policy because it has lots of constituencies under its ambit.

The former Tema West MP opined that in the long-term the distribution of the DACF will be used to check the imbalances.

“I believe that as time goes on, the formula would be changed when you look at basic needs of the districts, the districts that have more schools and hospitals, for example, will be given less funds and those which don’t have more will be given more funds to catch up,” she maintained.
